EnvReview

Terms of service

Last updated October 30, 2026

In short

  • We prepare draft environmental reviews from public records. The Responsible Entity makes the determination and signs it.
  • You pay the price shown when you order: at the time of order, or on invoice (net 30) if your organization is approved for invoicing.
  • Cancel before we start for a full refund. The details are in the Refund policy.
  • Our liability for an order is limited to what you paid for it.

1. Who we are

EnvReview is a service of Levy Properties LLC (“we”, “us”). These terms apply to this website and to every order placed through it. By creating an account or placing an order, you agree to them for yourself and for the organization you order for.

2. What we provide

For each address you submit, we prepare a draft HUD environmental review (currently Georgia DCA’s HRRP Tier 2 Site-Specific Checklist). It is filled from public records, shows the record behind each answer, and is delivered as a PDF in your account. A person on our side reviews every draft before it is delivered. Lines that need a qualified person or a site observation are marked for you, not answered.

3. What we don’t provide

  • The environmental determination. Under 24 CFR Part 58, the Responsible Entity and its certifying officer remain responsible for the environmental review and its conclusions. Our report supports that decision; it does not make it.
  • Site visits. We do not inspect properties. Items that require an observation on site are left for you.
  • Professional certifications. Our reports are not a Phase I Environmental Site Assessment (ASTM E1527) and are not certified by an Environmental Professional, engineer or attorney, unless we agree to that in writing.
  • Legal advice.

4. Public records

Our reports rely on government and public sources such as FEMA, the US Fish and Wildlife Service, the FAA, USGS, the EPA, Georgia EPD and the US Census Bureau. These sources can be incomplete, out of date or wrong. Each report shows what the sources said when we retrieved them, and we keep a copy of every response. We are not responsible for errors in those sources. If we misread or misapply one, that is our error, and the Refund policy covers it.

5. Your responsibilities

  • Give accurate addresses and project details. The address check on the order form helps, but you are responsible for what you submit.
  • Read each report before relying on it, and complete the items marked for a qualified person.
  • Keep your login private, and tell us if you think someone else has used it.
  • Order only for an organization you are authorized to act for.

6. Prices and payment

The price per address is shown on the order form before you submit, and it is fixed for that order once you submit it. Price changes apply only to later orders. Unless your organization is approved for invoicing, you pay when you place the order, by card or bank transfer (ACH) through Stripe, and we begin once the payment clears. Approved organizations are invoiced when the reports are delivered, with payment due 30 days after the invoice date. Card and bank details are handled by Stripe; we do not see or store them. Prices do not include taxes, if any apply.

7. Turnaround

We work on orders in the order they are paid. Turnaround depends on the number of addresses and on public sources being available, so any date we give is an estimate, not a guarantee. If an order will take longer than you expect, we will tell you.

8. Cancellations and refunds

The Refund policy is part of these terms.

9. Your information

We use the addresses and project details you submit only to prepare and deliver your reports, to run your account, and to keep the records we need for accounting and for the programs you work in. We do not sell it. We use a few service providers to do the work: Supabase (database and file storage), Google Firebase (hosting), Stripe (payments), and the US Census Bureau and Esri (address checks). The Privacy policy lists every provider and how long we keep each kind of information. Email hello@hudenvreview.com for a copy of your information or to have it deleted, unless the law requires us to keep it.

Photos and documents you upload for an address, which may show applicants’ homes and records, are used only to prepare that address’s review: they are read by an AI service provider (Anthropic’s Claude API), which proposes site-inspection answers that a person on our side checks before any is used.

10. Ownership

You may use, copy and share the reports you receive for your projects and programs. We keep all rights in our software, methods and templates.

11. Disclaimers and limit of liability

Apart from what these terms promise, the service is provided as is. To the extent the law allows, we are not liable for indirect, incidental or consequential losses, such as lost funding, delays or lost profits, and our total liability for any claim connected with an order is limited to the amount you paid for that order.

12. Changes to these terms

We may update these terms. The version in effect when you place an order applies to that order, and the date at the top of this page shows the latest change.

13. Governing law

These terms are governed by the laws of the State of Georgia, USA.
